A new mandate comes in, and by the end of the week 300 applications are waiting for you. We build Jarvi to take that reading off your desk, so we put it through the same mandate as nine other platforms. Here is what each one does for you, and what a seat costs once the AI is on.
Key takeaways
- For an agency, Jarvi comes first, followed by Loxo and Recruit CRM, because Jarvi’s AI covers the whole mandate at one price.
- Five Jarvi seats cost $9,495 a year with every AI feature included, while Recruiterflow and Bullhorn publish seat prices that leave the AI out.
- From 2 December 2027, EU agencies that filter applications with AI must provide human oversight, keep logs and inform candidates.
- If you keep your current ATS, hireEZ or Juicebox can add AI sourcing, as long as their results land back on the candidate record.
- A simple way to compare two finalists is to have each score 50 applications from a role you already filled, and see where the person you placed lands.

Four tests on one agency mandate decide where each platform ranks
Every platform faced the same mandate, a senior developer role for a client, handled by an agency of five recruiters.
A good AI platform should give you back most of those ten hours and stay useful until the client has the CVs. We looked at four things on that mandate.
- 1How much of the mandate the AI coversFrom the first reading of applications to the progress report you send the client.
- 2Whether the AI is in the price you seeOr whether it needs a higher tier, credits or a sales call.
- 3Whether it updates your records for youMoving candidates along and logging calls, rather than drafting text you paste elsewhere.
- 4Whether you can see why it scored someoneAnd whether your candidate data stays out of model training.
How the ranking was builtYou will find here where the prices come from, what we left out and why Jarvi sits first.
- Sources. Every price and feature comes from the vendor’s own pages, read in October 2026. We left out review-site ratings, which we could not verify that day.
- What we left out. Screening chatbots and interview tools built for in-house volume hiring cover one step on the employer side, so they are not in the ranking.
- Why Jarvi is first. Jarvi is our own product, so we owe you the reason: it passes all four tests at its listed price. Each section says where the other nine do better.
The 10 best AI-powered recruitment platforms for agencies, one by one
The table shows, for each step of the mandate, whether the AI takes care of it on the six full agency platforms and JobAdder.

The table comes from Jarvi's internal comparison of 132 criteria, checked on each vendor's pages between November 2025 and March 2026 and updated with the October 2026 pricing pages. hireEZ, Juicebox and Zoho Recruit were not part of that comparison.
1. Jarvi, for agencies that want AI on the whole mandate at one price
Best forRecruitment agencies that want AI on every step of a mandate, without add-ons or credits to count.
With Jarvi, you open the 300 applications already ranked against your brief, each with a one-line reason. You can start your calls with the strongest profiles. We measure an average of 18 seconds per CV, which turns ten hours of first reading into about 90 minutes.

The same AI then stays with you through the calls and the approaches:
- You know why each candidate sits where they do. Every score comes with its written reason, and age, gender, photo, marital status and country of origin are left out by default. Our AI candidate scoring page shows how it reads a brief.
- Your approaches reach candidates where they answer. Sequences run on email, WhatsApp and Telegram from the candidate record, so every reply lands in one place.
- Your calls turn into notes without typing. The AI note taker summarises each call on the candidate file. When a meeting is booked, the candidate moves to the next stage on their own.

Getting started does not mean starting from scratch:
- One plan, everything in it. $158 per user per month billed annually (133 euros) covers ATS, CRM, note taker, outreach, CV builder and AI agent, with no tiers and no add-ons.
- Your database comes with you. You bring your candidates from CSV files or an export of your previous ATS, and your data stays exportable at any time.
- You can try it first. The trial is free and needs no credit card. If you already work in Claude, the ATS Claude integration lets you check and update your pipeline from there.
2. Loxo, for outbound desks that want sourcing data and AI agents on one contract
Best forOutbound desks that would otherwise pay for a sourcing database alongside their ATS.
With Loxo, the 40 profiles you approach on the mandate can come from inside the tool. More than 850 million professional profiles sit beside its ATS and CRM.

- What you get: AI agents that write the job description and screen up to 10,000 candidates per search. They rank a shortlist on seven dimensions, run outreach and take the call notes.
- What it costs: Core is $149 per user per month, billed annually and paid up front. Professional, which carries the agents, is listed at $199 in the credits section, while its plan card asks for a demo. The agents spend monthly credits pooled across the team.
- Your data: Loxo’s terms rule out training its AI on customer data, except de-identified data.
- Limit: the bill moves with your credits, and the contract is annual and paid up front. A heavy sourcing month means buying more credits on top of the seat.
In short, if sourcing is most of your work, Loxo is the full platform to look at first, once you have estimated your credit use. Our Loxo alternative page runs those numbers against a flat plan.
3. Recruit CRM, for small agencies that want every tier priced in public
Best forSmall agencies that want to see every price before the first call.
With Recruit CRM, you see every price before the first call, from $95 per user per month on Pro billed annually to $215 on Enterprise. Some of the AI comes with the cheapest plan.

- What you get on every plan: agents that fill custom fields, prepare candidate submissions and write candidate pitches.
- What runs on credits: AI sourcing in plain English across more than 800 million profiles, the meeting note taker, outreach messages and calls. Each seat adds a monthly allowance to a shared pool.
- Limit: Pro allows a single outreach sequence, which is tight when several mandates run at once. Much of the AI also depends on the credit pool.
In short, it is worth counting the credits a busy month would use before you compare Recruit CRM with a flat seat. The Recruit CRM alternative page sets the two side by side.
4. Recruiterflow, for agencies ready to pay a custom price for the full AI suite
Best forAgencies ready to go through a sales call to get a complete AI suite.
Recruiterflow’s AI, called AIRA, can find candidates, draft your approaches and write up your calls. It sits in a separate plan, and you only get its price by asking.

- What you get with AIRA: a matchmaker and AIRA Source across more than 850 million external profiles, an outreach agent and a note taker. Other agents update fields and prepare submissions, alongside job change alerts.
- What it costs: the Platform plan is $119 per user per month billed yearly, or $149 monthly. It covers the ATS, the CRM, email, calls and text, without AIRA.
- Limit: the $119 seat is not what you will pay with the AI, and AIRA’s price only comes after a sales call.
In short, AIRA is a complete AI suite built for agencies, for those ready to budget it after a call. See the Recruiterflow alternative page.
5. Bullhorn, for staffing firms ready for quoted AI agents
Best forStaffing firms with contract and temp volume and a back office to feed.
Bullhorn’s AI, Amplify, ranks the candidates for a job when you ask in plain words, as in the screen below. It starts on the two higher plans, both priced on quote.

- What you get on Pro: AI search and match, Amplify Chat, data enrichment, CV formatting and call transcription.
- What Max adds: agentic screening and matching, multi-step AI outreach, a website chatbot and interview scheduling.
- What it costs: Starter is $99 and Core $165 per user per month, neither with Amplify. Bullhorn Messaging is quoted too.
- Safeguards: Bullhorn’s responsible AI statement excludes gender, age and ethnicity from search and ranking, with third-party bias assessments on request.
- Limit: the AI and the messaging both sit on quoted plans, and Amplify is designed for contract and temp volume rather than a permanent desk.
In short, Bullhorn earns its place in staffing firms with real contract volume. More on the Bullhorn alternative page.
If you would rather see the whole price before a sales call, Jarvi publishes one plan with every AI feature in it.
See Jarvi's pricing6. Manatal, for the smallest budgets that still want AI scoring
Best forTwo-person desks leaving spreadsheets, under 15 live jobs.
Manatal is the cheapest way to get AI scoring on your applications. It comes with the very first plan, at $15 per user per month billed yearly.

- What you get: AI scoring, AI job descriptions, semantic search, an AI copilot and branded CV formatting, up to 15 jobs and 10,000 candidates. The next tier costs $35.
- What costs extra: the AI Interviewer and AI Notetaker are add-ons paid in credits, both in beta with no public price, and outreach stays basic.
- Your data: stored in the United States under SOC 2 Type II.
- Limit: the first plan stops at 15 jobs and 10,000 candidates, and the note taker is a beta add-on with no public price.
In short, Manatal makes a sound first system for a small desk leaving spreadsheets. Our page on Manatal alternatives shows what changes once your live roles pass 15.
The four platforms below fit more specific setups, so we keep their profiles short.
7. JobAdder, for agencies that run on integrations
Best forAgencies whose payroll, testing and job board tools all need to stay connected.

- Strength: a full agency ATS and CRM, used by more than 25,000 recruiters and connected to over 200 applications. From the Essential plan, every candidate gets an AI summary and relevancy rating.
- Limit: no price appears on JobAdder’s site, and Lite, for teams of one to five, has no AI. Customer data does not train its models, and UK and EU data stays in London and Ireland.
- Who it suits: desks that depend on its integrations. Our page on the best JobAdder alternative lists platforms that publish their prices.
8. hireEZ, for teams that keep their ATS and add agentic sourcing
Best forTeams that keep their current ATS and want AI sourcing on top.

- Strength: EZ Agent sources, reviews and screens across more than a billion profiles from over 45 platforms, on top of the ATS you run. hireEZ says no candidate moves without your approval and reports bias audits by Armilla AI and Warden AI.
- Limit: scoring, submittals and the client stay in your ATS, and integrations lean towards in-house systems such as Workday and iCIMS. Chats may be used to improve its models.
- Price: solo recruiters start at $494 a month, with a seven-day trial.
9. Juicebox, for plain-English sourcing with a free entry point
Best forRecruiters who want to describe a profile in plain words and get names back.

- Strength: you describe the profile in plain English, without a Boolean string. Juicebox (known for PeopleGPT) searches 800 million profiles and shows why each one fits.
- Limit: it is built for the stage before anyone applies, and the ATS integration comes only with the custom Business plan. Hosting is in the United States only.
- Price: a free tier, then $99 per seat per month.
10. Zoho Recruit, for solo recruiters already working inside Zoho
Best forSmall desks already running mail, accounting and sales on Zoho.

- Strength: one active job costs nothing, the only free ATS plan among the ten, and the desk plugs straight into the rest of Zoho.
- Limit: Zia writes job descriptions and messages, but matching starts on Professional, AI summaries on Enterprise, and AI agents are still listed as coming soon.
- Price: from $25 per recruiter per month billed annually on Standard, to $75 on Enterprise.
Credits, tiers and quotes decide what an AI seat costs
Once the AI is switched on, the bill often ends up higher than the price on the pricing page. Each vendor packages its AI in its own way.
| Five recruiters, one year | Annual total | What it leaves out |
|---|---|---|
| $9,495 | Nothing: every AI feature included, at $1,899 per seat per year | |
| $11,940 | Extra credits once the 12,500 pooled credits a month run out | |
| $8,100 | 1,000 pooled credits a month must cover sourcing, notes and every message | |
| $7,140 | Every AIRA agent | |
| $9,900 | Amplify |
A heavy sourcing month empties a credit pool faster than a quiet one, and extra credits cost more on top. A useful question for each vendor is how many credits the example mandate would use. You can then multiply that figure by the mandates you run in a month.
What a year actually costs
Published rates only, so the vendors that quote on request are not in here. Metered credits, paid add-ons and seat minimums are not included either. Plans marked † publish no monthly rate, so the annual one is shown.
If you would like the plan-by-plan view, our pricing page compares Jarvi’s single plan with the usual tiers.
The EU AI Act turns explainable candidate scoring into a buying criterion
Ranking the mandate’s 300 applications with AI counts as high-risk under the EU AI Act. Its Annex III covers any AI system used to filter job applications or evaluate candidates, and here is what applies to your agency, and from when.
- 1July 2023, New York CityLocal Law 144 requires an independent bias audit within the year before use, and notice to candidates.
- 2February 2025, EU AI Act Article 5AI that infers emotions at work is banned, which rules out video tools reading a candidate's face for feelings.
- 32 December 2027, EU AI Act Article 26A named person oversees the AI, logs are kept for at least six months, and candidates are told a high-risk AI system is used.
That last date was originally 2 August 2026. Regulation (EU) 2026/1744 (the AI Omnibus), in force since 27 July 2026, moved it to 2 December 2027. The GDPR already covers every candidate record an EU agency holds.
Vendors publish different safeguards for scoring and candidate data
Jarvi and Bullhorn list the attributes their scoring ignores. Loxo and JobAdder rule out training on customer data in writing, and hireEZ publishes outside bias assessments.
Three more questions help you compare vendors on the same footing:
- Can a recruiter override the score, and is the override logged with a name and a date?
- Is our candidate data used to train your models, including in de-identified form?
- Where is the data hosted?
Your desk size decides which AI-powered recruitment platform pays off
Agencies of different sizes buy for different reasons, and the ATS you already run narrows the choice further. Pick the line that looks like your desk.
What does your desk look like?
Check that the AI reaches the client side
Submittals and progress reports are where your time goes. Jarvi covers both at its listed price, Loxo adds its own sourcing data, and Recruit CRM keeps every tier public.
Look for one plan with AI, ATS and outreach together
Jarvi brings the three together. Manatal and Zoho Recruit also fit when budget is the hard limit and outreach can stay simple.
Timesheets and redeployment come first
At this size and with contract volume, Bullhorn is the system whose quote makes sense.
Make sure results come back to the candidate record
hireEZ and Juicebox add AI sourcing, as long as their integration writes back to your ATS. Otherwise your team ends up with two histories of the same person.
Whichever platform you choose, your team works best when every exchange lands on the same record, next to the interview notes.

Frequently asked questions about AI-powered recruitment platforms
Frequently asked questions about AI-powered recruitment platforms
What is an AI-powered recruitment platform?
It is recruitment software, usually an applicant tracking system or a recruitment CRM, where AI does recruiter tasks: scoring candidates against a job, searching a database in plain English, writing messages, taking call notes and preparing documents for clients. On an agency desk, the useful ones save that work on the candidate record, where the next recruiter will look.
Will AI replace agency recruiters?
No. AI takes the reading, typing and chasing out of a mandate, and the EU AI Act will require human oversight of AI used to select candidates. Recruiters keep the calls, the judgement on fit and the client relationship, which is where placements are won.
Is there a free AI recruitment platform?
Zoho Recruit has a free plan limited to one active job, and Juicebox has a free plan with limited searches. Others offer a free trial instead, Jarvi and hireEZ included. A free tier is enough to test AI scoring on one live role, rarely to run a full desk.
Can I add AI to the ATS I already use?
Yes, in two ways. Sourcing tools such as hireEZ and Juicebox sit on top of many ATS, as long as their integration writes results back to your records, which Juicebox keeps for its custom plan. Some platforms also open their data to AI assistants: Jarvi connects to Claude, so you can query and update your pipeline from a chat window.
Is AI candidate scoring legal?
Yes, with conditions. In the EU, the AI Act classes AI that filters applications or evaluates candidates as high-risk and will require human oversight, logs and information for candidates, while the GDPR applies today. In New York City, automated employment decision tools need an independent bias audit and a notice to candidates.
