ATS vs CRM: which one does your recruitment agency need?

An ATS runs the hiring process for one job. A candidate CRM keeps the relationship with one person, for years. Most agencies need both, on the same candidate record. Which one comes first depends on one question: do your placements start with an application, or with an approach?

Key takeaways

  • An ATS struggles with candidates you went looking for. A candidate CRM struggles with structured hiring.
  • “Integrated” can mean three very different things. One test in a demo tells them apart.
  • Your old candidates are only worth calling back if their record is still up to date.
  • With one record per person, the whole team works on the same candidate, and the client sees one clean shortlist.

What is an ATS?

An applicant tracking system follows one job, from the first application to the signature. It keeps:

  • the stage each candidate has reached
  • the interview feedback and scorecards
  • the offer and the placement

It works with people who applied. Candidates you went looking for mostly stay outside it.

Every ATS vendor will tell you they do sourcing now. Ask them where a profile lives for the eleven months before that person applies, and the answers stop being alike.

What is a Candidate Relationship Management (CRM) Software

A candidate CRM keeps you close to people, long before a job exists and long after you place them. It keeps:

  • your talent pool
  • every message, on every channel
  • the next follow-up date

An ATS record lasts a few weeks. This one lasts for years, so the person you place today can send you your next candidate.

Candidate CRM vs customer CRM

Same three letters, two different jobs. One follows the companies you sell to, the other follows the people you place.

In sales

Customer relationship management

  • The object is the company that buys
  • Accounts, deals, revenue
  • Runs your client side competently
  • Has never heard of a shortlist

In recruitment

Candidate relationship management

  • The object is a person you may place one day
  • Pools, sequences, message history
  • Follow-up dates and job change alerts
  • Knows nothing about your invoicing

An agency needs both. In Jarvi, the CRM for recruitment agencies and the candidate side share one workspace, joined by the mandate. Comparing client-side tools? See the top recruitment CRM software.

ATS vs CRM: the main differences

One question sorts everything else: where do your candidates come from?

  • An ATS starts when someone applies. Everything hangs on a job.
  • A candidate CRM starts when you find someone. Everything hangs on the person.

ATS

The ATS funnelFour narrowing stages: applied, screening, interview, hire.AppliedScreeningInterviewHire

Weeks. It ends at the signature.

Candidate CRM

The candidate CRM loopA continuous cycle: pool, sourcing, outreach, follow-up.PoolSourcingOutreachFollow-up

Months to years. A placement sends the record back round.

The record passes between the two twice: when the application lands, and when the hire closes.
  • A tool that waits for a trigger it never receives records nothing at all.
  • A twelve-month conversation cannot be stored in a field built for a six-week process.
  • Placed candidates leave the funnel and stay in the loop, as referrers and future clients.
  • Search for a person in a job-centric database and you get one row per application.
  • Two different definitions of success, so two different default screens.
  • Feedback is structured and datable. A WhatsApp answer is neither, until a tool stores it.
  • On a two-tool stack, these are often two people who never open the other screen.
  • Neither report answers the client question: why is this shortlist the right one?
  • The line that decides the purchase: pick the failure you can live with, then cover the other one.

Select a line to see why it matters on a live desk.

Read the last line twice. It is the one that decides the purchase.

Should you buy an ATS or a CRM first?

Think of your last ten placements. Did those candidates apply, or did you go and find them?

Where does your next hire come from?

Most agencies answer “both”. Then the real question is how well the two halves talk to each other.

The tool you buy second is the one nobody updates. That is the real cost of running two, and it shows up about six months in, not on the invoice.

ATS and CRM integration: three levels to check

Every vendor of ATS and CRM software says “integrated”. Click each level to see the test that tells them apart.

Your test

Create a candidate in the CRM, then search for them in the ATS without touching anything else.

Nobody there? Only the front door is shared, and every transfer between the two stays a manual copy.

What happens when an ATS and a CRM are not connected

Two tools means the same candidate twice. You pay for it three ways:

  • Duplicate records, neither of them complete.
  • Client updates rebuilt by hand every week.
  • Six licences at around $305 per user per month.

Jarvi spots the duplicate. One click, and one profile keeps the whole story.

On a split stack, the conversation itself is scattered too.

An ATS without a CRM: your old candidates go cold

The runners-up you liked but did not place are a gold mine. Forrester analyst Betsy Summers, quoted by SHRM:

A silver medalist “may not have been perfect for a position a year or two ago but often remains a 70 percent or more match for requirements”.

An ATS keeps them. But it keeps them frozen on the day their process closed: no new messages, no job change.

What AI finds when everything sits in one record

A CV tells you what someone did two years ago. The record tells you much more:

  • they replied in March and want remote work
  • they turned down a role on salary
  • they changed jobs last week

The AI agent uses all of that to put the right people in front of you for each new role.

Jarvi · AI matching

The job on the left, your pool on the right, sorted with a reason for each profile.

Job change alerts tell you when to call.

Compliance: what to keep on each candidate record

Europe and the US ask for the same thing. One record per candidate, with the date you collected it and where it came from.

European Union

GDPR, article 14(3)(a)

  • One month to inform a candidate you sourced rather than received
  • The clock starts the day you collect the profile
  • No fixed retention period, but you document the purpose

United States

EEOC recordkeeping

  • All personnel and employment records kept one year
  • Payroll records kept three years
  • Everything held until final disposition once a charge is filed

In California, candidates can also ask what you hold on them, and ask you to delete it (CCPA and CPRA). Keep those three fields, and an audit becomes a simple filter. Details on the EEOC site. For Europe, read how Jarvi handles GDPR.

Jarvi · Profile search

Who did you collect, from where, and when: two filters, one list.

Migration and data export: what to check before signing

Before you sign, know what comes with you:

  • Moves as is: candidates, companies, jobs, notes, files and history.
  • Needs mapping: your custom fields and statuses.
  • Gets rebuilt: automations and templates.
  • Lost for good: conversations that stayed on a personal phone or in a personal inbox.

Jarvi · Project after import

Your old candidates, already in your own stages, with their history.

And for the day you leave, get it in writing: every record with its history, the attachments, in a file that opens without the tool.

5 questions to ask an ATS and CRM vendor

Take these to your next demo. Still building your shortlist of tools? Read the guide to choosing an ATS.

  1. Where does a sourced profile live before they apply?Exposes whether there is a pool at all, or just a job-centric database.
  2. Can I see one person and every role they have touched in a single view?Exposes the data model: one record per person, or one row per application.
  3. What happens to a conversation that starts on my personal phone?Exposes what the tool captures, and what stays on a platform you do not own.
  4. How many exports does one placement require?Exposes the manual work hiding between the two halves of the stack.
  5. What exactly do I keep the day I leave?Exposes the exit, which nobody negotiates while they are still buying.

How Jarvi combines an ATS and a candidate CRM

One database for both sides. Nothing to copy, ever.

  • Add a candidate in seconds, never twice. Drop a CV and the profile fills itself in.
  • Find every exchange on the profile. Email, WhatsApp and Telegram, all in one place. See the WhatsApp integration.
  • Stop retyping your interview notes. The AI note taker writes them up for you. That is most of the 350+ hours saved per user in 2025.
  • Know who to call. The AI agent finds the right people in your pool for each new role.
  • Run your clients in the same place. Companies, mandates and invoices, plus job posting to 40+ partners.
  • One plan instead of six. $158 per user per month, billed annually, everything included.

Frequently asked questions

Frequently asked questions

Can a candidate CRM replace an ATS?

For a small outbound desk, for a while. A candidate CRM has no job publishing, application intake or interview stages, so client processes drift into spreadsheets as soon as two roles run at once.

What is talent rediscovery, and which tool actually does it?

Talent rediscovery means filling a role from people already in your database rather than starting a new search, usually the runners-up that SHRM and others call silver medalists. An ATS pool can find them. Only a candidate CRM keeps their situation current enough for the match to hold.

Is an ATS talent pool the same as a candidate CRM?

No. An ATS pool is a snapshot of past applicants, searchable as they were the day their process closed. A candidate CRM stays current through conversations, channels, follow-up dates and job change alerts.

Is a sales CRM enough to run a recruitment agency?

For the client side, yes: companies, contacts, mandates and invoices all fit. For candidates, no, since there is no candidate pipeline, CV parsing or interview stage, which is how agencies end up with a second tool and a copy problem.

Do independent recruiters need both an ATS and a CRM?

The relationship side usually comes first, because most independent placements start with an approach. The process side becomes necessary the moment clients expect shortlists and progress reports on a schedule.

Is it cheaper to buy an ATS and a CRM separately or together?

Separately looks cheaper per licence and rarely is, because you pay twice for overlapping features and then again in data entry between them. Assembled from single-purpose tools, an agency stack runs around $305 per user per month across six products, against $158 on a single all-inclusive plan.

Are ATS and CRM merging into one category?

They are converging. Most ATS vendors have added sourcing and sequences, and most recruitment CRMs have added pipelines, so in a demo the question is not what a product calls itself, but whether both sides read and write the same record.

How long must a recruitment agency keep candidate records?

It depends where you operate. In the EU the GDPR sets no fixed retention period, but article 14(3)(a) gives you one month to inform a candidate you sourced rather than received. In the US the EEOC requires employers to keep all personnel and employment records for one year, and payroll records for three, with everything held until final disposition once a discrimination charge is filed.
